Agreed. The only reason I bring that up is I wish the HCO acted more like a
court of law.

When they get information, they first look to see how that information came to them. Did it come by a bishop? Did the bishop have the person's consent. If not, the HCO should not act as a safety guard against bishops who don't follow the rule.

They also shouldn't take anonymous tips.
