He wants these schools to make more of an effort
In recruiting, actually paying coaches and holding them accountable (San Francisco). It's been widely known that these schools have grown complacent in just accepting the money the top 3 earned, hence the coaching changing. The size of the gyms are irrelevant if they become great home court advantages for their respective teams, they just have to actually try.
