Strategically, BYU expansion should go to recruiting hotbeds. How about a BYU-CA, FL, and TX for starters? Longer term development projects could include BYU-Nigeria or BYU Ghana (logically, in the village where Olajuwon, Mutombo or Ansah were from). Also, think of possible 'on campus' recruiting visits if we built out a BYU-Carribean islands, or Europe, or Australia?
I actually could see the church building out locations in other countries to improve its profile in parts of the world where it is growing. It would probably be big to have a US affiliated university in S America or Africa, and couldn't hurt our international recruiting profile.
