The NCAA won't do anything..

To request a release from the NLI you first have to fill out a form on the NLI website stating why you want the NLI release.

That request is then sent to the school (USU in this case) and they have 30 days to respond.  The NCAA only looks at the checkbox "Release Granted" or "Release Denied"

If the school turns down the request you can appeal.  You have 30 days to fill out another form and mail it to the NCAA.  At some point it will get in front of the 'Appeals Committee' and they will decide on the case.

"I want to transfer because I changed my mind" will get denied 100% of the time.
