No, don't think anyone is lying, but it's unclear what "tuition allocation"

actually means. BYU is saying that the tuition allocation is about $10M, but the athletic department says that the full cost for all of the athletic scholarships is $4 million. Additionally, many or most of those scholarships are endowed, which revenue is apparently covered in large part by the donation/endowment section. That is presumably where a large portion of the money that is used to pay for scholarships is coming from.
