It’s not the NCAA’s job to level the playing field.
There have always been haves and have-nots. In the 1930s, there were articles complaining about how big schools dominated football.
Now it’s big conferences that dominate the landscape. If a school is not a member of said conferences, it wil not nor should it expect to have equal access to TV revenue, CFP berth or opportunity to play in the top 20 bowls.
When the P5 demanded and were granted autonomy, they said that the financial and operational wellbeing of others wasn’t their responsibility.

The NCAA basically has no real oversight with football, except for violations. And even little there.
