It is a guideline. The only real way is to truly max your heart rate out.
Get a monitor. Warm up on the treadmill or around the neighborhood. Incline the treadmill to max and run on it until you can't possibly run anymore.

Or find a major hill in your area and sprint as hard as you can up it, a couple of times.

Those aren't fun ways to figure it out, but will likely be the most accurate if that is what you are looking for.
