No way. Play every year. Make it as routine as a conference
game. That's a solid, heavy-interest OOC game for both teams every year. And it's one less quality game to find for each respective AD.
There's still something to be said about state bragging rights, and beating your closest D1-A (I still won't call it FBS) opponent.
