Reality:

According to Sagarin, the average ranking of the 5 "power" conferences over the last 10 years is -

SEC - #2.4 ave.
PAC - #2.9 ave.
B12 - #3.3 ave.
ACC - #3.5 ave.
B1G - #4.5 ave.

So taking the error inextricably intertwined into human opinion out of the picture (especially the extreme anti-PAC bias one typically finds on cougarboard), you were pretty much right on the money. The PAC even finished #4 in 2011, just like you guessed. Interestingly, the PAC is the only conference to never drop below a #4 ranking over the last decade.
