RE: Based on what? Look at the BCS game records
The conferences record in BCS games isn't all that counts in evaluating conference strength. The Big 12 is a much stronger league overall than the PAC. The PAC's strength comes from USC in the Pete Carroll era. With Harbaugh gone Stanford is going down hill, so apart from USC and Oregon the PAC is just a step above average.
