already bike anyway. And not enough people would use it if it were built to significantly impact automobile traffic. Even if lots of people used it, the vast majority would stick to driving or taking the bus. These types of things can somewhat work in large cities because everything you need can be within easy walking/biking distance, but in a city like Provo, people need to routinely get to the next town over for things so everyone owns a car or a bus pass so biking is more of a novelty than a main mode of transit.
Even here in Seattle, we have tons of bike paths and bike lanes and lots of people bike, but traffic is still awful. Improving bike infrastructure isn't the answer to traffic (except on an individual level). The answer is either a robust public transit system (that avoids using roads altogether) or more freeways. No matter what you do, though, road traffic will always be terrible in cities. That's just the nature of the beast.
