There aren't enough people biking to improve driving. And the ones that do bike

would probably bike regardless of if there's specific infrastructure in place. Bike projects are great for cyclists, but that's a pretty small segment of the population to be throwing tax money at. This is coming from someone who bikes to work regularly.
