It's still probably the most effective use of money for traffic reduction.
personally, I think 30% reduction is huge. That would make a HUGE difference in Provo ... really huge. But anyway, you are correct that there will always be traffic. But doing nothing is exactly what Provo/Orem are doing, and it makes the problem worse. Why not try to make the problem better? Best bang for the buck is appropriate some of your travel budget to biking and transit. Especially with the population in Utah doubling in the next 30 years, planning now will make a BIG difference down the road.

30% reduction in traffic at 100K people in Provo may not seem like a lot, but it will when the traffic is double!
