Not really. It just means that there will be more 9s (to use your example)
coming out of BYU than Utah. Use elite grad schools for an example; there are usually (but certainly not always) more BYU grads at those schools than U grads because there are more 9s (or whatever the cutoff is for that grad school) coming out of BYU than Utah because there are more 8s going in. The ratios are probably pretty consistent with the input.

In fact, I know people who feel the opposite. I’m a lawyer, and have some good friends who went to BYU law. They say it was extremely competitive, given it includes a lot of older RMs, many of whom are married and who had very high qualifications getting in. However, a lot of firms will look at a Y grad and compare that Y grad’s class placement to a similar placement from another similarly rated law school, even though it was tougher to finish (for example) in the top 10% of BYU law than in the top 10% of other lower tier 1 law schools. My friends have encouraged law-students-to-be to go elsewhere for this very reason.
