We've already tried the thing where TH dictates who the coordinators can and
can't be. That didn't work out last time and that idea needs to die.

You don't hire a CEO of a company and them dictate who his CFO and COO need to be. You hired the CEO for a reason and if he is good enough to be CEO, he doesn't need help figuring those positions out.
