I think you raise a really important question there. If a school has to provide the same level of "perks" for each scholarship athlete the costs of something like with will be extraordinary. Under Title IX I can see some lawsuits in a hurry by non-revenue generating sports compelling schools to provide the same perks for the girls diving team as the boys on the football team.
I think that the Supreme Court left the NCAA some legit legs to stand on with the specification that it be tied to their education. Giving the starting QB a university supplied Cadillac to drive probably won't work.
This could be the undoing of college sports, though. The sports with major television revenue could end up turned into semi-pro leagues and dropped by colleges that can't afford them.
