It up to the courses to police this. The Troon managed courses here in AZ
Put emphasis on keeping pace of play to where it should be and always have a Marshall out who isn't afraid to get after people for taking too long.
Too few courses do this. I have played a lot of courses in Utah and I don't think I ever saw a Marshall. It seemed like every round I played in Utah was backed up and slow.
