No, Utah didn't control the timing of the invite.
Other bowls had to pick first, and those picks bore upon the Vegas Bowl's ultimate choice. It was the Vegas Bowl that gave BYU the early advantage by announcing BYU's acceptance several days before Utah's invite.
But I really don't care much about this issue either way. I commented on it because other people were discussing it. Whatever the cause, the advantage to BYU is obvious.
