But that wasn't his argument, he claims it shouldn't be that way to protect those schools if they do have down years. There is zero merit in that argument, zero. If a "blue blood" like Auburn has a down year that is their problem and they shouldn't be protected for having one. But that said IF a system like that was in place I doubt one bad year would be the criteria for movement, it would probably be something where any particular school/program had multiple down years to move down likewise it would take multiple up years for a school to move up.
