Yes. Every athlete has 5 years to complete eligibility once enrolled full time.
The clock pauses for missionary service, but otherwise doesn't stop once it begins.
A RS can be used any time a player either A) doesn't participate in any games in a given season or B) participates in fewer than one-third of a team's games (and not beyond the first half of the season) prior to suffering an injury that renders him unable to participate for the remainder of the season.
