I think it just means you are guaranteed that rate as long as you close within a certain window no matter what the market does.

I don't believe there are any stipulations beyond that.

the investor is committing to you a certain rate, so you should be committed.

Locking is a commitment so don't lock if you aren't done shopping.

There aren't. You have no obligation to accept a loan from anyone.
