I don't doubt your explanation on what someone should do, it just seems like it would be in everyone's interest to require a non refundable fee to lock. The broker and whoever he/she works with are protected on their reasonable costs and time incurred and borrowers can do the math on what makes sense for them if they did something stupid or the market changes.
