That's fine, Utah should have lower moral standards and lower academic standards
They are a less rigorous academic institution and are not a private religious university. No one is trying to suggest their players should live the honor code. That doesn't mean we shouldn't razz them about their academic standards (that's very common in all college rivalries). And, it also doesn't mean we aren't going to poke fun when they make "No DUI's" a core value and then have a guy on campus within a month of his being arrested for a DUI and days after being kicked off a team that has a reputation for low academic/disciplinary standards.

Ridiculing a rival for low academic/moral standards is not unique to BYU, we don't make fun of Utah because,we are BYU and choose to have high standards. We make fun of them because they are our rival and the predictability of some their behaviors can be entertaining(weak punishment, non-commitable offers). It's common throughout all college football rivalries. When teams frequently reduce suspensions or give weak punishment to really good football players they get made fun of by their rivals.

People joke about the SEC and their low standards all the time. When Chip Kelly suspended Legarette Blount for the season, then re-instated him, he was ridiculed by some in the media, and by the rest of the Pac-10, especially their rival, Oregon State.

Having no DUI's as a core value is kind of ridiculous so, when there is a player who gets a DUI, people joke that Utah will now get him, and then a couple days later he's hanging out on the Hill... It is going to deservedly get some ridicule.
