This is a low-risk, high reward situation. If he says and does the right things

to get on the team, then he'll be on a short leash. The downside is he makes one mistake and he's off the team and Utah is applauded for giving him a shot and being firm with him. The upside is that Utah gets one of the best receivers in the PAC, he makes an impact, and potentially adds his name to the long list of Utes in the NFL.
