That article doesn't cite any ways it would hurt them outside 'it would take

resources to learn the new regulations.'
Overall the article makes no sense. It is just a bunch of fear based conjecture. If anything it helps small new ISP's because it prevents sweetheart deals between large ISP's and popular websites, making the barrier to entry less hostile for new ISPs.
