this is not like requiring people to all buy Hurricane insurance, as Net Neutrality doesn't cost anyone extra. It protects the customer from having to pay extra to access the specific sites they want. Companies saw an opportunity to make more money/charge more by throttling speed to certain popular sites. As there would be nothing customers could do to prevent this or overcome this, the government was asked to step in and protect customers.
