It's highly likely that keeping the perpetrator names anonymous protects the vic
What if it's the woman's boss and she's dependent on a job? What if it's an ex bf who will trash her reputation if she talks? What if it's a beloved uncle and nobody will believe her and she's ostracized from the family? The intent isn't to protect the bad guy.
