That seems to be the prevailing theory of the month here on CB, but why?

Why would defensive strategy be dictated by the offensive production or lack thereof?  The defense is going to run what they think they have the personnel for and with the associated risk tolerance.  The offense wasn't gangbusters in 2016, but the defense had considerable more success including creating turnovers.  Did anyone from the coaching staff ever say anything this past season that would support this theory?
