Coverage of pre-existing conditions:

Year 1 = 0% covered

Year 2 = 25% covered

Year 3 = 50% covered

Year 4+ = fully covered.

It's not "insurance", so they don't have to accept pre-existing conditions and all the other stuff the ACA forced.
