I'm assuming his coach either A- doesn't know about the playing time rule or B-
isn't intentionally doing it but subconsciously trying to keep "better players in" to keep the game going.
We had a similar issue last year with my 7 year old, coach didn't really keep track of substitutions and would end up keeping the same kids in because they could dribble.
