Basketball it's decided on the court, the way it should be. But college football can do something about inequality. I'm not saying they need a 68 team format, just an expanded format than what they currently have so that a team like UCF can have it decided on the field. You're right by all intents and purposes in college basketball, most of the smaller schools are out by the second round or sweet 16, but at least they are given the chance for it to be decided on the court. Once in a while a George Mason, Wichita State, and recently Gonzaga pulls thru deep.
