Are you sure he writes it off?
I hear a lot about people doing stuff like this, and as someone who has done about 2000 tax returns and has seen thousands more, I rarely see the stuff you are describing.
I think some people think they are getting away with a lot more than they are. I am not saying it doesn't happen, because it does, but I think a lot more people think everyone is cheating and they really aren't.
