I can't tell you how many people have told me it's not possible because of this or that. Every time, they have been wrong if there are people who actually want to make it happen. If there are really that few people in your stake, you can combine with another stake. It's not impossible, it just takes some effort on the part of people who want there to be a program.
On a side not, if your stake only has 5 wards and by the sound of it, they are really small, why hasn't the church dissolved your stake and combined it with another one yet?

It my former Stake it was banned because of High Councilors and Bishopric members fighting and swearing.
