its because it would be even weirder to enforce it anywhere else. Walking down the hall, denying purchase of food etc
the only place that is "less weird" to enforce it is for extra curriculars. That and tests because people can come "prepared". So disregarding whether the rule is dumb or not i'm not sure where else they could enforce it...if they want to enforce it.
