You're actually wrong about quite a bit of this...
I have contracted and performed work on several facilities at BYU including the indoor practice facility, the football complex, the Hinkley Bldg, the Marriott Center Annex, the new student housing that has replace both Deseret Towers and Heritage Halls, the CoGen Facility, the new Engineering bldg, the new MTC building, the miller baseball and softball facility, and quite a few others over the years.

The church itself has taken various levels of participation in almost all of them and in the case of the new student housing they completely funded it I believe and they have also funded many of the others to some degree. BYU is the churches facility, they own it, and while many of the things done on campus are through raised funds and donations not everything can be done that way, and some of it isn't done that way.

Also these things aren't "top secret" as you tried to make them sound. The church is notoriously tight about telling people what they are doing but they aren't completely secretive. For one thing they hire consultants as well as architectural and engineering firms all of the time to perform feasibility studies, I've done them myself for some projects for the particular business I'm in, budgeted for them as they were doing their analysis of certain projects. There are always outside people involved in this stuff and I don't remember a single time I was sworn to secrecy over any of it.

Frankly his post sounded more than reasonable to me and pretty similar to other projects I've been involved in. Admittedly I know nothing about this one and have no involvement in it at all but it is certainly not much different than many of the others I have been involved in.

I guess we'll all find out.
