I can attest to several of these things. I meet with the building department
every month and supply the natural gas to many of the buildings and facilities located on campus. They are open to pretty much any question, there are no secrets, but they don't just "talk". I actually have a meeting there next week as well.

The church has funded many projects on campus 100%, but some at 0%. Their preference is for donations to fund new projects where they are not "critical" to the mission of the university. However, if there are safety concerns about any building, the church generally funds the replacements 100%. Right now I know of 3-4 projects on the books that the church is looking at funding. There are some others that need to be done that the church has not given the go ahead and BYU doesn't want to ask. Politics are real.

Here are some projects the church paid the bill or remaining bill after fundraising that I know of: new life science building, new Helaman Halls, MTC, new laundry facility, 1982 renovation of LES, Marriott Center roof replacement. I'm sure there are others, but those are the only ones I have had a discussion about with people.

There is a new building to be built, the old Faculty Office building above RB where the old Press Box was is being replaced with a multi-story office building. There are several others that are coming to the end of their life cycle or the repairs are now costing more than new construction as well. Just look at campus and any building build in the 60s or before is now a candidate for replacement. From my discussions it appears the church is willing to pay for most of these 100%. ]

It should be noted that if a Dean wants to add on to or replace a building that may no longer be up to par for their purposes, then they will have to go out and raise the money as well as the R&R. This is where most of athletics falls, except the stadium is a special case. The College of Fine Arts is currently in the middle of this mess and it has all kinds of issues. The church does just not write a blank check and just because somebody things they need the latest and greatest, that does not generally happen and in fact if they push the issue and don't listen to the feedback, it can be a very bad political move.
