I think the only time to report to the Honor Code office is

(Ok maybe it's ok to report if someone is cheating and it's affecting your grade because of their dishonesty... but still, just tell the teacher. Why go the Honor Code office about anything???)
If someone is in danger, report it to the authorities. Leave the Honor Code part up to the student, you know, like an "honor" thing.
