oh yes they do, and ironically if they want to cash in, they would get more
money off of these vs speeding. Most places are charging 300 to 500 for not picking up poop and in DC they charge up to 2000 fine for that offense.

The person at fault here is the person pooping their dog on somebody else's lawn and not cleaning it up.
