Nope.
In fact, I've driven a couple miles to pick up my dogs crap from someone's yard (dog pooped 3x and I only brought two bags). I just found the correlation to be counter intuitive and specious.

The person at fault here is the person pooping their dog on somebody else's lawn and not cleaning it up.
