Not wanting it and going to this extreme are two entirely different things.
You think he's not trying to control their actions by "shaming" them?
It's part of living in a society. It takes all of 1 minute to clean up. We all get to deal with the unpleasantries of other people. I guarantee this guy does something that his neighbors complain about (other than this).

The person at fault here is the person pooping their dog on somebody else's lawn and not cleaning it up.
