That stat is a little misleading.
38 percent of employees said they sometimes live paycheck-to-paycheck.
17 percent said they usually do.
23 percent said they always do.



51% of those making less than 50k usually or always live paycheck to paycheck to make ends meet, but most people who make above 50k do not live paycheck to paycheck. And only 9% of those who make above 100k live paycheck to paycheck. That seems about right to me.
