occurred prior to the arrival of the ball, the DB never turned around, made helmet to helmet contact. ALL penalties.

Replay is watching the same game, they saw it, but they can't throw a flag right now, why not?

You let them make the stoppage of play, they review it, and then show it on the big screen for fans and players.

Pretty simple.
