That's the final metric, along with NCAA Tournament wins.
I say that because we experienced the MWC, where a bunch of teams got in for about a 5 year period from 2010-2015, but they did very little with those bids as a league, and it didn't benefit them much in the long run.
The first step towards getting teams in is getting stronger. The WCC is doing that, and needs to keep it up. It's strong enough to support probably as many as 4 bids this year. Keep doing what they are doing this year, and the bids will follow.
