Do they at least have to wear a helmet?
In regards to lane splitting, I thought it was the craziest thing when I moved to California. Still do, but kind of got used to it.

I believe CA allows it on highways which Utah does not.

Yes. On highways and vehicles definitely did not have to be stopped.
