It’s actually a $12M difference.
According to the annual Utah Auditor General’s financial report, Utah had $91.3M in revenue.

Schools report, to Dept of Education, the revenue use they have received by June 30. It does not include any accrued revenue not received by that date.

The office of the Auditor General conducts its review, sometime in the fall. By then, revenue accrued during the previous fiscal year has been received and is counted. The report is released in January of the following year.

The same holds true for USU. the revenue reported to the Dept of Education was $33.8M. The Auditor General report showed that it was $38.7M.

The cumulative difference between BYU and Utah, for the past three years is $45M.

BYU’s fiscal year is Jan 1-Dec 31.
Utah’s fiscal year is Jul 1-June 30.

BYU
2015: $62M
2016: $67M
2017: $79M

Utah
2015-16: $79M
2016-17: $83M
2017-18: $91M
