I've used those to hang a couple of TVs on my walls...
These ones are rated at 80lbs: https://www.homedepot.com/p/The-Hillman-Group-1-4-in-x-2-1-2-in-Toggle-Straps-with-Screws-6-Pack-376260/202982713 . I've never had a problem at all with them. The sheetrock is holding well after 10 years.
However, I'm not sure I'd put them on my ceiling. I agree with others, if you can access it through the attic, I'd put in one of those light box extensions and fasten it to the joists.

Is the cover of the light over the hardware larger than 9" in diameter? How large a hole could you conceal?
