You ever seen any of the old Godzilla films? From the 1950's-1970's?
I'm pretty sure that you just described all of them - dead end subplots and no coherent story.
I mean - the terrorism angle and $200M budget miss the mark, I guess. But the rest is Godzilla history.

It was made for audiences in Asia. Any US money is bonus. Many Hollywood films are now made for Asian markets.

Yes, but the old movies rarely took so much time on human characters...

Good point. When I was a kid, I loved Godzilla. I even rented audio versions on vinyl from the library to listen to.
