How many of those 27 games are against the top tier of the ACC

versus how many are against the dregs of the conference? If that record includes a completely unbiased sample that is representative of all members of the PAC12 playing against all members of the ACC, then your statement is accurate.

But if those 22 wins include 20 games worth of Oregon beating up on Boston College and USC pounding Wake Forest, then the record could still be entirely consistent with an ACC that is superior to the PAC12
