Super small sample size
There are 12 teams in the PAC12 and 14 (15 of you count Notre Dame). If each team in the Pac12 did 1 home and home with a team in the ACC that would account for 24 games.

Very unlikely that 27 games represent a representative sample of Pac12 vs ACC where you have a mix of good vs good, good vs bad, bad vs good, bad vs bad, and middle vs middle.

How many games have FSU, Virginia Tech and Clemson played against the Pac12? In Clemson’s case they have played 3 total games against Pac12 opponents, with the last game being in 1991, so the sample you reference doesn’t include even 1 game from the best team in the ACC over the last 10 years.

FSU has played 1 game against a Pac12 opponent in the last 10 years, Virginia Tech has played 2 games against the Pac12 in the last 10 years and Miami has played 1 game against the Pac12. So the traditional top 4 teams in the ACC account for exactly 4 games in the above sample. That is absolutely not a representative sample.

Conversely, USC has played 4 games against the ACC against Boston College (2x), Georgia Tech and Virginia. Stanford has played 6 games against Pittsburgh, North Carolina, Duke (2x), Virginia Tech and Wake Forest.

We could go on comparing, but the gist is that the best teams in the ACC are not playing the Pac12 hardly ever and the best teams in the Pac12 are lining up against the bottom half of the ACC.

This is the definition of biased sample.
