Forget TOP and start looking at the most underrated stat on CB (and in college football): Points per possession for and
against.
This is the one that matters so much more and accounts for all different paces of play including clock-draining and hurry-up.

The issue though is field position. Give up drives and then field position is bad, which hurts scoring.
